Where can I unlock the 3rd & the 4th perk slots?

Asking about Solomon's boneyard.
I cannot find the "Feeling perky?" nor the "perkiest!". Where can I find them?

I figured it out by myself. We need buy portions every time to extend perks. Thanx.
