Creativity Skill in Solomon's Boneyard

Hello,

I don't seem to get the Creativity upgrade when I level up, is anyone experiencing the same problem?

Creativity unlocks the upgrades 5 levels earlier, so I need this to farm Unholies before level 25. 

After level 25, tomes (a.k.a skill books) drop less often, but third-tier upgrades like harden are only accessible after level 25 (without creativity)

Is the only option to select Creativity in the perk shop?

I don't think you can get Creativity without the perk in this game.

You can only get creativity by

-getting creativity perk

-using bribe destiny
